Procurement Listening Session: Your Experience, Your Voice

Baltimore City is preparing to change how it awards contracts — and small business owners need a seat at the table before those changes take shape.

In November, voters will decide on Bill 26-0190, which would eliminate the "lowest responsive and responsible bidder" requirement for city contracts. Regardless of the outcome, implementation will shape how Baltimore businesses like yours compete for city work for years to come.

We're convening members for a candid conversation about your real experiences with city procurement: What's worked? What's been frustrating, confusing, or cost you opportunities? What would make the process more accessible for small and growing businesses?

This isn't a debate about the ballot question — it's a chance to make sure the people implementing procurement reform hear directly from the businesses it will affect most. Your input will shape the recommendations we bring to city leadership at Chamber Day at City Hall later this month.

What to expect: A facilitated, small-group conversation — no presentations, no jargon. Come ready to share your story.
